The ELC Federation is working at this moment with several EU municipalities and other EU federations in 'Bottom up to Kyoto' (ButK), a project funded by the EACI (Executive Agency for Competitiveness and Innovation, of the European Commission) ‘ButK' is an initiative that relies on an expert partnership that ensures that the main objectives of reduction of CO2 emissions and a larger use of energy efficient lighting products are achieved and that each municipality is provided with a tailor-made energy efficient lighting strategy that can serve as a model for other municipalities in Europe.
 
Due to the fact that few national and European schemes (with focus on maximising the total cost of ownership) are in operation, ‘Bottom up to Kyoto' (ButK) will aim, in particular: 
      To help overcome the barriers to switching to energy efficient lighting technologies.
      To provide a model (tender specifications/procurement standards) to other
         municipalities.
      To assist Europe to meet its Kyoto targets starting at a local level.

ButK can be considered a continuation of Buy Bright, an initiative launched by the ELC that initiated a process to ensure a tailored exchange of experiences looking at practical and workable solutions to help public purchasers and procurement officers make the right purchasing and investments decisions that concern lighting.
